Fly tipper prosecuted after being caught on CCTV dumping rubbish

Warrington Borough Council reaffirms position on Peel Hall development

A fly tipper has been fined and ordered to pay clean-up costs after dumping rubbish in Orford.

Steven Williamson, 41, of Skye Road, Urmston, pleaded guilty at Warrington Magistrates Court after being caught on CCTV fly tipping waste to the rear of Hallfields Road in Orford.

The council investigation found that Mr Williamson had been employed to dispose of waste but had no suitable arrangements in place to dispose of it. When refused permission to use the council’s household waste site, which is not used for the disposal of commercial waste, Mr Williamson fly-tipped the waste in Orford.

Mr Williamson stated to the court that he was unaware of the requirements of permits for disposing of waste, as the incident had been his first collection as a business.

Mr Williamson was fined £150, plus £620 in clean-up costs, £30 legal costs, and a £34 victim surcharge.

Cllr Hitesh Patel, cabinet member for environment and public protection said: “We will always pursue fly tippers and hopefully this sends a message to anyone who thinks they can get away with fly tipping.

“It is the responsibility of waste collection businesses and the people who employ them to ensure they meet all the requirements to dispose of waste legally and with the required permits. Being unaware of the requirements to use community recycling centres as a business does not excuse fly tipping and shows a complete disregard for the environment and the local community. 

“Incidents of fly tipping are increasing and it is vital that the community work together and share information to catch fly tippers to put a stop to incidents like this happening.”
