Pall Mall hotel receives full planning consent

Kier Property in partnership with CTP has announced that it has received planning consent for its hotel reserved matters application at Pall Mall, Liverpool.

This means that Kier/CTP has detailed consent for the whole of phase 1, comprising the first office building (c.102,000 sq ft NIA), the 284-bed hotel and the public realm.

Kier/CTP achieved the hybrid planning consent, which granted detailed planning consent for the first office building, public realm as well as outline consent for the hotel and two further office buildings in November 2019.

The consent will enable the phased delivery of over 400,000 sq ft of new grade A office space to address the shortage of available commercial space in Liverpool city centre.

The hotel has an important role within the masterplan to support the place-making strategy, enhanced pedestrian connectivity, attracting office operators requiring accommodation close-by for overnights stays and enabling the delivery of effectively half the scheme in the first phase.

The hotel also delivers a café and bar facing the new Pall Mall Gardens.

Leigh Thomas, managing director for Kier Property commented: “We are delighted to announce this news, it is another great milestone for the Pall Mall development situated in the heart of Liverpool’s Commercial Business District and it comes at a crucial time in the sites’ regeneration.  At present we are unable to confirm who the hotel operator will be, but we can confirm that we are in advanced discussions with an internationally renowned operator to lease the 284-bedroom hotel.”

David Topham, chief exec CTP added: “I would like to echo Kier Property’s comments about this latest achievement and just add that this scheme has been steadily and consistently moving forward over recent years.  We look forward now to commencing the construction stage following the recent completion of the Remediation Works, which completed earlier this year. The hotel will provide an upscale and full service offer including bar/cafe, restaurant, meeting and wellbeing facilities all of which go towards complimenting the wider Pall Mall scheme.”

Kier and CTP were formally selected as Liverpool City Council’s development partner and have been working on detailed proposals since 2017. 

The Pall Mall development has an important strategic role to play in expanding and enhancing Liverpool’s Commercial Business District through the delivery of new grade A office space and serving as a catalyst to grow the Liverpool City and City Region economies.

Kier and CTP’s masterplan has been developed with close consideration of the ambition for the wider Pall Mall site, improving connections within the commercial business district in anticipation of future phased and complementary development.
