He is wanted on recall to prison for breach of licence conditions after he was sentenced to 12 months in prison for dangerous driving.
Officers also believe Smythe may have infirmation that could assist enquiries into a burglary in Wallasey on 3 October.
Smythe, 20, from Wirral, is described as white, of small build, with blonde hair and blue eyes.
